Lifetime of a railway wagon is around 30 year. During that time,
periodical revisions are made. In some cases, the wagon is subject to
modernization programs, which can prolong the lifetime of the wagon to 40
years or more. In some cases the wagon’s owner wish to increase wagonload
capacity in purpose to transport more, because 1 tone of load can increase
exponentially the value of the wagon.

Romanian Railway Authority AFER is the technical body of Ministry of
Transport in charge with railroad safety. AFER is a complex structure with four
independent bodies: Romanian Railway Safety Authority ASFR, Romanian
Railway Notified Body ONFR, Romanian Railway Investigation Body OIFR and
Romanian Railway Licensing Body. As a part of ONFR there are AFER’s
laboratories and as part of AFER is Railway Testing Center Făurei (CTF
Făurei).

Experimental stress analysis with strain gages is used all over the world
from many years. In Romania we use as testing method from the steam
locomotive age. During the time, the standards were changed and the
measuring devices are more accurate. It is interested to understand why tests
are still necessary during homologation (certification) process.

The axle load for railway vehicle in Romania is 20 tones. The trend is to
increase the axle load from 20 to 22.5 tones. Because Romania is one of
European Union’s countries for Romanian’s railway vehicle owners it is
important to have modern vehicle able to run all over the Europe. The are many
countries in Europe where axle load is 22.5 tones (Austria, Germany, France
etc.).

and schooling of the workers because of imminence of the accidents. Before
sailing, the fall arrester equipment are tested and certificated.
