THE INTEGRATED OF THE LEAD WASTES
IN TELLURATE GLASSES
In this work, we report structural investigations on vanadate-tellurate and borate-tellurate glasses system doped with lead oxide obtained by melt quenching method. The purpose of this paper was i) to integrate of the lead ions in these glasses and ii) to investigate of the structural properties of the obtained glasses in order to possible applications in the wastes recycling.
FTIR spectra analysis suggests that the lead oxide generates the rapidly deformation of the Te-O-Te linkages from [TeO4] structural units. Further the excess of oxygen ions can be accommodated in the host matrix by conversion of some [VO4] structural units into pyro vanadate units. Then, the increase of the lead oxide in the borate-tellurate matrix will produce the intercalation of [PbOn] entities where n=3 and 4.
Based on FTIR results, we found that the increase of the lead oxide in the borate-tellurate network suggests a gradual inclusion of these ions in the host matrix by the intercalation of [PbOn] structural units.

The paper purpose to analyse the current state of research in this area, national, European, and international, trying to find similarities between of the same socio-economic environments in Romania, Europe and/or internationally and to supplement it with new information, specific technologies of obtaining materials sintered filter.

IMOBILIZATION OF THE RADIOACTIVE WASTES
IN VITREOUS SYSTEMS ON THE BASED OF LEAD
Immobilization of radioactive wastes by the vitrification method is a
well-established process that was selected because glass is highly stable, very
durable and has the ability to incorporate a wide variety of chemical
contaminants. In this work, we propose a study of the structural and behaviour
properties of lead glasses with xGd2O3∙(100-x)[4PbO2∙Pb] composition where
x=0-50%mol Gd2O3 in view of the possible applications as alternative of
immobilization of the radioactive wastes.
One of the most important requirements for the technology used in the
immobilization of nuclear wastes is to include as much as possible waste per
unit mass of the host vitreous matrix. We were synthesized the gadolinium-lead
glasses up to 50% mole Gd2O3. EPR data suggest that the gadolinium ions at
high contents have a behaviour of network former and not network modifier.

NEW TYPES OF GLASS AS POTENTIAL SENSORS TO
DETERMINE THE NITRATES ANIONS
FROM WATER
In this paper is presented a new type of glass that can be used as
potential electrochemical sensor for nitrate anions from aqueous solutions. The
glass sample obtained was analysed by FT-IR and UV-VIS spectroscopy and
cyclic voltammetry (VC). The cyclic voltammetry shows that the current
increase with the increasing of concentration of sodium nitrate from aqueous
solutions. The FT-IR spectrum after VC shows a decreasing of [PbO6] structural
units from the glass, probably increasing in this way the number of free lead
ions (Pb+2) and improving the electrochemical properties of the glass sample.
The decrease in the intensity of the UV-VIS absorption bands after VC shows
that a part of Fe+3 ions convert to Fe+2 ions and pass into solution.

26-26 RECICLAREA DEŞEURILOR PROVENITE DE LA BATERIILE AUTO ÎN STICLE PE BAZĂ DE PLUMB

THE RECICLYNG OF THE WASTES PROVIDED
OF AUTO BATTERIES IN LEAD GLASSES
The purpose of this paper was i) to obtained the lead glasses with the
xPb∙(100-x)PbO2 composition where x = 0-15mol % Pb by melt quenching
method and ii) to characterized of the structural and optical properties of the
obtained glasses by investigations of FTIR and UV-VIS spectroscopy in order
to possible applications in the auto battery recycling.
FTIR data show that the accommodation of the host glass with excess
of metallic lead was possible by the conversion of some [PbO6] octahedral
structural units into [PbOn] structural units where n=3 and 4. Then, the increase
of the metallic lead high content in the matrix network will produce to the
deficiency of non-bridging oxygen’s and the formation of UV-VIS bands in
region centred at about 300nm which can be attributed to the electronic
transitions of the lead ions.

This paper is an analysis of the need for and modalities of Eco-
Innovation in the context of achieving an ambitious goal, which is to achieve the
performance of „Zero Waste”. Although through different methods, it is
possible to significantly reduce the quantity of waste, there will always be a
certain amount of waste that can only be eliminated by means that are
damaging to the environment. The solution for this is the redesign of products
that cannot be reused, recycled or biodegradable, so that they will not have a
damaging environmental impact at the end of their life cycle. This requires Eco-
Innovation for most products and processes.

FORMIC ACID (HCOOH)
This paper is a short review about synthesis and determination
methods of formic acid from solution mixtures. Formic acid is used in many
industries such as textiles, natural rubber, in agriculture, as well as for
cosmetics, disinfectants, detergents, medicines, to controlling acidity against
microbial growth, fuel for power cells etc. In the same time is considered an
environmental pollutant, so the principal method for determination is the titration
process. Another methods mentioned in the literature are enzymatic method
and catalytic oxidation method.

RESEARCHES AND STUDIES OF THE INFLEUNCE OF
POLLUTING ATMOSPHERIC FACTORS ON THE BUILDING
MATERIALS USED AT THE ART MUSEUM IN CLUJ-NAPOCA
This paper represents an interdisciplinary study, and wishes to be an
attempt of restoration/conservation of cultural heritage. The purpose of the
paper is to observe study and classify the alteration and decay processes of the
building material used at the Cluj-Napoca Art Museum.
The alteration and decay processes can differ from one material to
another, and it can have different causing phenomena, the most harmful being
the air pollution, which along with the rain can produce several alteration
phenomena: the so-called “black crust”, material exfoliations and salt
efflorescence.
There have been made two X-ray Powder Diffraction analysis, on the
samples taken from the Art Museum in Cluj-Napoca, one on the black crust
(shows a high quantity of magnesium calcite, sulfates, and some quartz traces),
and one on the salts present on limestone (show a high quantity of thenardite,
and some quartz and calcium traces).

AN ENERGY POLICY FOR EUROPE IN THE CONTEXT OF
SUSTAINABLE DEVELOPMENT
This paper aims to make a presentation to the European context,
based on energy challenges, facing Europe today. So, are presented strategic
objectives of EU energy policy and the means by which they should be
implemented to address the three key challenges of Europe’s energy namely
sustainability, competitiveness and security of supply, in order to guarantee
freedom of users real choice at fair prices. It also takes into account an analysis
of the EU internal energy market, given that problems related to technological
development, energy efficiency, climate change, access to oil and gas, are
common to most member states and must be addressed in a collaborative
effort. The paper identifies, from the main European documents on energy,
measures to be considered by EU institutions for effective implementation of
the common energy policy.

MANAGEMENT AND RECICLING OF ELECTRONIC WASTE
In this paper we present the waste electrical and electronic equipment
(WEEE), obsolete, which is one of the highest rates of growth at the global
level. The recycling of waste electrical and electronic equipment can be
profitable when the constituent materials are recovered in the recycling
process. Waste electrical and electronic equipment, plastics and a range of
common metals (Cu, Pb, Cd, Cr, etc.) also contain precious metals: Au, Ag, Pt,
as well as rare material: indium, gallium and rare earth. In this paper are
presented and issues related to management systems and recycling process of
waste management of electrical and electronic equipment.

METHODS OF REDUCING THE OPERATING COSTS FOR
WASTEWATER TREATMENT IN RURAL SETTLEMENTS
This paper represents an analysis of the development of sewage treament
plants, in Romania, for the next decade. It also describes the current solutions
to reduce operating costs for wastewater treatment. Although current solutions
are viable for large capacity wastewater treatment plants, they are not efficient
for small capacity water treatment plants from rural areas. This paper identifies
unconventional and extensive technologies of wastewater treatment as optimal
solutions for rural settlements. One of these technologies is the constructed
wetlands. Identifying and understanding that constructed wetlands are the
optimal solution for rural settlements is an important milestone for the aiming to
reduce the energy costs at national level and thus reduce the risks related to
environmental pollution.

MINIMIZING THE IMPACT GENERATED BY HAZARDOUS
WASTE LANDFILLS ON THE ENVIRONMENT IN CLUJNAPOCA
MUNICIPALITY BY THE TRANSPOSITION OF E.U
LEGISLATION
The environmental impact generated by hazardous waste landfill is a
special issue due to the degree of hazard posed, so it requires special
attention. This paper aims to present the evolution of hazardous waste landfills
and the strategy of minimizing the environmental impact and human health
through the EU legislation transposed into the national context.
The study is based on the measures taken by the trader to a hazardous landfill
following the transposition of the European Directive 99/31/EC on landfill.
In the municipality of Cluj-Napoca, hazardous waste landfill belonging
to the society of Terapia, was considered non-compliant in the 349/2005 law
context. As a result of the adoption of the European legislation, has made a
comparative study of standards of hazardous waste in the municipality of Cluj-
Napoca before and after the implementation of the European Directive
99/31/EC.

CASE STUDY – ASSESING RISK PERCEPTION RELATED TO
SOIL CONTAMINATION ÎN THE CITY OF CLUJ-NAPOCA
This paper represents a statistical assessment of the perception of
risks related to urban soil pollution in the city of Cluj-Napoca. In the past few
years, in all over Romania an increasing trend could be noticed in the scientific
interest for soil contamination due to anthropogenic activities. Nevertheless, a
research aiming to assess risks due to the presence of contaminants in top soils
of urban areas has never been conducted and the public society is deprived of
such information in all cities. The present statistical analysis represents a pilot
study for the city of Cluj-Napoca. It is the first step that needs to be taken in
order to properly asses risks. Identifying and understanding risk perception is an
important milestone for any measure aiming to diminish pollution related risks
for health and the environment.

This paper is a study of soil quality liveable areas of Armeria Maritima
Willd.
Studies were conducted on soil of protected areas that develop
Armeria Maritima revealed the positive influence they have heavy metals on its
development. Experiments conducted in artificial environment on the plant,
showed tolerance to high levels of pollution with Zn, Cu.
In our country were not surveyed on Armeria Maritima Willd, with a
single protected area of this type.
