The universe can be seen as a complex thermodynamic system, build from a lots of small or bigger thermodynamic systems. Generally the greatest urbane throngs are characterized by a large number of motor vehicles. The lots of motor vehicles from the big cities can be seen as a thermodynamic system which interferes with the environing system. This interaction vehicle-environment and other systems interaction which generates energy-environment are discussed on the base of entropy in this paper.

REHABILITATION MEASURES FOR COLLECTIVE DWELLINGS – T770 MODEL
In this work are presented the measures needed to obtain a complete rehabilitation of collective dwellings constructed between 1978 until 1989. For a complete rehabilitation it is necessary to take into account the following measures: thermal rehabilitation of the envelope, replacement of all internal installations and equipment, upgrade of heating system, the introduction of a new staircase in order to accommodate an elevator and the integration of a multifunctional space on the terrace of the last level.

EXPERIMENTAL STUDY OF THE DIELECTRIC
BEHAVIOR OF DIGLYCIDYL ETHER
OF BISPHENOL ”A” CHARGED
Subject reinforced composite materials are extensively investigated in recent years. This study is deepened to improve the structural and dielectric characteristics of diglycidyl ether of bisphenol A (DEGBE). Dielectric properties were analysed for each batch of material. Microcompozite epoxy samples with good dispersion of nano – particles laden epoxy matrix was prepared and experienced for the dielectric constant (C) , resistance (R ) and impedance (Z) frequency (1kHz, 10kHz) . Measurements were made using a dielectric spectoscropia plateau temperature range of between 20-80 °C . The better dielectric properties of the material corresponding to the nano – fillers in a concentration of 30 % .

Risk analysis using methods such as determining the expected value, Monte Carlo simulation and decision trees. Responding to include measures and actions for risk reduction or elimination of risk allocation [1].

ECONOMICHAL EVOLUTION OF ROMANIA
Before and after EU accession, statistics show a modest position of
Romania in the EU and its lack of improvement over time, the absolute value of
GDP/capita (taken in $), the relative value of GDP/inhabitant (considered as %
of EU average) and, worse, a worsening world order number NOM, i.e. the
number of orders in the list of world states considered in descending order of
GDP/capita. The situation can be explained by statistical data on the number of
international patents for invention obtained by each country. Currently have
GDP/high only countries that have large natural resources and capitalizes
intensive, especially those related to the number of inhabitants, have many
international patents. Romania last in EU is the U.S. patents and European
patents. Details given this situation, the paper indicates only way to improve the
situation.

Complex technical systems are subject to inherent failures caused by
failure of equipment components in different phases of their operation. The
existence of a database on the history of operation of each piece of equipment
is absolutely necessary given that wants to establish a optimal maintenance
schedule so as to avoid the occurrence of failures due to degradation over time
components. This paper proposes a method for calculating the rate of
occurrence of disposals due to wear (degradation time) or instant accident
where an installation of process equipment.
