CONCEPT OF INDUSTRY BASED ON INNOVATIVE
CLUSTERS IN EUROPE: AN ANALYSIS OF
SOFTWARE SECTOR
This article presents the evolution of creative industries along the time
and the growth of the enterprises from Europe in clusters. The literature that
treats the cluster policy was also analyzed. The focus was on software
companies, specifically on the comparison between ten countries that are in the
Danube region, based on information provided by Cluster Observatory. The
Cluster Observatory is an online, free and user-friendly platform that provides a
single access point to data and an analysis of clusters, cluster organizations
and regional microeconomic framework conditions in Europe.

CIRCULAR ECONOMY AND THE FIELD OF ELECTRONIC
AND ELECTRICAL COMPONENTS
The continual decrease in the quantity of available non-regenerative
resources, together with the increase of the pressure for reduction of pollution
requires new views on production and consumption. Gradually stepping from a
linear economy to a circular one will certainly have a good impact, both from an
economic point of view, as from the environment’s point of view. One category
of products that were causing widespread pollution after the end of their use
and that has a big potential for recycling is the collection and reuse of certain
materials and the decrease in the environment’s pollution are DEEE products.
The electrical and electronic components’ of recycling is beneficial both for
business, as for the natural environment. Moreover, precious metals like gold or
silver can be recovered, in addition to more common metals.

HARMONIOUS DEVELOPMENT OF THE COUNTRY
As a continuation of previous work, this paper develops new areas
relative to the harmonious development of the country, especially related to
economic development based on local fruition international patent inventors.
Such a development can be achieved by legislative additions to greater cointerest
inventors and, especially, to co-interest and to upload material
responsible economic and political decision-makers to promote inventions local
professionals. This would achieve better results in fighting corruption, little
aspect analyzed by date.

RESEARCH ON THE EVOLUTION OF
THE POPULATION IN ROMANIA
In this paper, the authors analysed the demographic evolution, given
that, currently, our country’s population, especially the rural is in an constant
decline and in an aging process. The decrease is due to the declining birth
rates and to the young people external migration. Another big part comes from
the massive reduction in birth rates, although any aspect of migration is not
negligible either, because those who have gone probably will not return back,
accelerating the effects of the decline in births. The research methodology used
was based on study of resources and documents and also on analysis and
synthesis of the information on population evolution in our country. At the end
of the paper, the authors founded that the persistence of an aging population,
due to the decrease of it, has dramatic consequences over the fewer active
people, who will have to maintain more inactive ones, and is a threat for any
social protection system.

STUDY IN TERMS OF TEACHING MECHATRONICS
To keep up with technology mechatronics education system had to
adapt quickly. In 1984, an international conference on education in engineering
technology held in Germany, K.Yamazaky, professor at Toyohashi in Japan,
launched the idea that, Mechatronics is a major need for European research
and education programs”.
Universities have had to align educational programs so that
knowledge taught may include requirements of a specialist in mechatronics.
This paper addresses a study in terms of teaching mechatronics.

EVALUATIONS AND PERSPECTIVES IN TECHNICAL

The paper presents some relevant aspects about teaching and learning
technical graphics at Technical University of Cluj-Napoca. Using intuitive charts,
good and bad aspects of the graphics curricula are emphasized. Conclusions, in
order to improve the teaching activity, are also drawn.

ABOUT ELEVATORS (LIFTS). LIFTS FREE CABLE
The current system is inefficient elevators and limiting cable with a
fairly large footprint and requires people to wait a long time for the next
elevator. Recently, the German multinational ThyssenKrupp Corporation
introduced a revolutionary concept of elevator multi-cabs without cables, which
shorten long waiting in tall buildings. And it can be used not only for vertical
movement, and for horizontal movement. The proposed system is similar to a
railway subway could integrate several cabins propelled and running in a loop,
passenger transport is ongoing in several cabins, thereby reducing waiting time
and can offer passengers access a lift every 15 seconds. Thus, the space
occupied by elevators can greatly reduce transport capacity can increase,
achieving savings in energy consumption.

ASPECTS REGARDING THE CONCEPT, DESIGN AND

MINIROBOT PROTOTYPE – “ROBOT DRONE” – USED
IN THE IDENTIFICATION AND LIMITATION OF THE
TERRORIST THREATS
The authors of the present scientific contributions, wishing to ensure
the mission success of the counterterrorism units and subunits, tried to bring
forward the conception, design and development of an EOD (Explosive
Ordnance Disposal) experimental prototype of a minirobot with an incorporated
drone, able to neutralize or limit the danger arising from terrorist threats and the
possibility of its implementation in special reconnaissance actions. The paper
focuses on the aspects of the organology and the overall presentation of the
mechanical structure of a minirobot, designed and built with incorporated drone
on programming of biometric sensors with which it is provided as well as the
highlighting of the benefits arising from the use of the functional prototype in
special missions of insurance, restoration and maintenance of order and public
safety.

THE PRESENT ARMY – BETWEEN (RE) HUMANIZATION
AND ROBOTICS
This paper represents an embodiment of the continuing concerns
expressed towards a responsible use of intelligence and also shows confidence
in the power of education to correct harmful behaviors that risk to transform
technology – in general – and robotic military technologies – in particular – into
a tool of abuse, domination and control of the powerful against the weak; it
warns deciding factors in the military environment on the need to invest in
equipment’s that are fully consistent with diversity and today’s challenges, but
also represent a first rank ally in the direction of protecting both human factor,
and the planet’s health. It also calls for the (re)assessment of the way its own
relationship with robotic technologies is perceived, emphasizing the importance
of keeping that percentage of the humanity existing in all of us, to prevent the
transformation of Rodney A. Brooks’ words into reality: “robots will become
more like us, and we will become more like them”. It also warns teachers that
besides polishing intelligences during the years of study, it is necessary to
create an environment where its carriers can generate fertile ideas and daring
projects still placed under the sign of technological humanism (in the absence
of the general human values, intelligence risks to become a lethal weapon!)

PART III. VACUUM PHYSICS FROM DISCOVERY OF
ATMOSPHERIC PRESSURE UNTIL PRESENT DAY
In the third part of the paper it is described the history and methodology
of physics since the discovery of atmospheric pressure vacuum. The decisive
contributions of vacuum physics to collapse system concepts inherited from the
ancient Greeks and canonized by the medieval Christians and Muslims
theologians is shown. At the same time, the paper describes first physical,
chemical and biological experiments performed in vacuum space and shows
the difficulties in explaining the nature of emptiness.
Particular attention is given to the concept of ether in the history of
science and philosophy and concept of vacuum in the science and modern
technique. It is shown the distinct difference between the notion of technical
vacuum (classical) and the physical vacuum. Finally, the evolution of the
concept of vacuum in the materialist philosophy, science and technology is
summarized.

PART II. THE DISCOVERY OF ATMOSPHERIC PRESSURE
AND THE COLLAPSE OF THE „ABHORS VACUUM” MYTH
Based on extensive documentation and a rigorous selection of the
bibliography, the paper presents the main facts and historical moments that led
to the discovery of atmospheric pressure and vacuum in 1643. The first
experiment showed that actual vacuum production was monitored and carried
out in 1641 by Gasparo Berti, who designed and tested the first water
barometer. The discovery of atmospheric pressure and vacuum favored the
invention of the mercury barometer in 1644, the air pump in 1654 and
gunpowder engine in 1678. The paper shows the contributions of Galileo
Galilei, Evangelista Torricelli, Blaise Pascal and Otto von Guericke to dispel the
myth ,,horror vacuum” and founding scientific bases of vacuum physics.

PART I. HISTORICAL CONCEPT OF VACUUM WITHIN
ANCIENT AND MEDIEVAL SCIENCE AND PHILOSOPHY
The paper presents the main aspects and concept of the evolution of
vacuum in the ancient and medieval history of science and philosophy. It is
obvious that even in ancient times vacuum was at the center of philosophical
controversy of two antagonistic conceptions. Naturalist philosophers believed
that the universe consists of atoms and absolutely empty space without of
matter. In contrast to the materialistic school Ionian philosophers have
proposed the idea on the continuity of matter and the impossibility of existence
of voids, Aristotle’s idea was further developed by postulate ,,nature abhors a
vacuum”.
False teaching about Aristotle’s concept of vacuum dominated science
and philosophy until the middle of the XVII th century, taking in the era of the
,,darkness” of the Middle Ages even a mystical religious forms. Particular
attention is given to the concept of vacuum in science and philosophy of Arab
Muslim and application of physical properties of thin air for operating technical
means in the Greek period.

AUREL STODOLA – The Professor of DORIN PAVEL
Aurel Stodola was an engineer and inventor. He developed the study
of thermodynamics and other scientific fields. He was a professor at the
Institute of Technology in Zurich (ITZ), specialist for the introduction and
development of the gas turbine. He has educated and influenced hundreds of
engineers, including some of the greatest scientific minds (e.g. Albert Einstein).
During World War I, he worked with a surgeon to help wounded soldiers. In
1928, he invented the first heat pump, which still serves as the primary source
of heat generation for the City Hall of Geneva, Switzerland. He published a
highly acclaimed manual, translated into several languages and still used today
as a reference source. He constantly sought new knowledge in a wide range of
technical sciences, received honorary doctorates from four universities, has
won numerous awards and was member of the Academy of Sciences of
France. ITZ declared 2009 as „Aurel Stodola Year” and an asteroid (discovered
in 1984) was named ”Stodola 3891”. Dorin Pavel was colleague of well-known
physicist Albert Einstein through Aurel Stodola and ITH.

Internațional „Lucian Blaga” desfășurat la fiecare început de florar în
Lancrăm și Sebeș. Începutul lunii iunie ne prilejuiește întâlnirea cu o
altă mare personalitate a Sebeșului – profesorul Dorin Pavel (membru
de onoare post-mortem al Academiei de Ştiinţe Tehnice din România,
unul dintre puținii nepoți ai lui Lucian Blaga). Și pentru că poezia nu
trebuie să lipsească, parafrazându-l pe Poet ne întrebăm: „Mai amintimă-
va un trecător/vreunui străin, sub ceasul lor?//Nu cred să mă
vestească cineva,/căci basmul ar începe-așa://Pe-aici umbla și el și sentorcea
mereu, /contimporan cu fluturii, cu Dumnezeu.”
Analiza întâlnirii la Conferința Sebeș 2016 trebuie făcută și în
contextul principalelor evenimentelor recent petrecute care au un
puternic impact asupra activității inginerești naționale și internaționale.
În concepția noastră, în afară de evenimentul pe care-l analizăm, ele
vizează: schimbările climatice și consecințele lor; analiza și concluziile
rezultate la a cincea ediție a World Engineering Conference and
Convention (WECC2015) și Adunarea Generală a WEFO, desfășurate
la Kyoto în noiembrie-decembrie 2015; unele din permanentele
probleme privind starea economică, politică și socială a României după
evenimentele din 1989; Forumul Economic Mondial de la Davos
(Elveția), manifestare ajunsă la a 46-a ediție, pentru a dezbate o serie
de teme sub genericul „A patra revoluție industrială”; starea
învățământului ingineresc românesc și pregătirea specialiștilor.

who in the past have honored his memory and that of course will do more in the
future in shaping scientific personalities that Romania boasts. To speak
teacher, engineer, academician Dorin Paul is an act of courage for a speaker
who pressed for time, you cannot say what it would have said!

Human need for comfort has led to the development, improvement and
diversification, amongst others, of industrial machines. This stage was
inevitably followed by the progress of maintenance and diagnostic systems,
with specific reference in this article at vibromechanical diagnosis systems. The
guidance that leads these achievements is represented by national,
international or regional standards and settlements. The industrial evolution
determined an evolution of standards and settlements that have undergone
considerably changes over time or have been abrogated and replaced with
some topical ones.

ASPECTS OF URBAN AIR QUALITY Air pollution can cause and aggravate respiratory diseases, cardiovascular damage forests, increase soil acidity and water can affect crops and cause corrosion of buildings. We can see that many air pollutants that contribute to climate change and climate change in turn will affect air quality in the future. The concentration of aerosol particles in the atmosphere is an important parameter for assessing air quality. For example, variations in the concentration of the aerosol particles will differ greatly in urban areas to rural areas or industrial areas to their neigh boring areas. RED IMPACT FROM SLUDGE PROCESS FOR THE
PRODUCTION OF ENVIRONMENTAL ALUMINEI Red sludge is a waste resulting from the Bayer process of refining bauxite to produce alumina. Red sludge is a waste strongly alkaline due to NaOH. Its composition depends on a number of factors but essentially the composition of the bauxite. Everything depends on the composition and quantity of bauxite red mud result: between 0.33 to 2 tons of red mud per tons of alumina produced or 0.4-2 tons of red mud per tons of alumina produced. The main environmental issue out of the sheer amount of red sludge produced is alkalinity. In paper presents analysis of the composition of this material particularly as regards the possibility of environmental pollution. Another factor that is useful to know in terms of environmental impact, especially in case of accidents knows the amount of acid required to bring the pH to a particular environmental acceptable values.

NANOPARTICLES USE IN WATER MANAGEMENT
Applications of nanoparticles in water management can provide new values compared with conventional methods applied worldwide in drinking water treatment processes and wastewater treatment. An important role in the development of new technologies provides nanometer-scale materials that exhibit completely different from the same material of macroscopic dimensions. The purpose of this paper is to briefly present not only the importance of implementing nanotechnology in this area but also some of the most popular methods of synthesis and characterization of these nanomaterials.

REMOVAL OF PHOSPHATE ION FROM WASTE WATERS WITHPHISICAL AND CHEMICAL METHODS
In these paper comparative studies we made for the removal of phosphate ions from wastewaters using two different methods. First method is precipitation-coagulation using ferric sulphate or ferric chloride like coagulation reagent and the second method is electroflotocoagulation with iron disposal anode.

STUDIES REGARDING TREATMENT OF WASTEWATER WITH VEGETAL OILS CONTENT BY ELECTROFLOTOCOAGULATION PROCESS
Wastewater treatment means the combination of measures and processes by which the impurities of chemical or microbiological nature contained in wastewater are reduced under certain limits, so these waters will not cause any harm to the receiver which is discharged and not to endanger its water use. One of the advanced methods for this removal is electroflotocoagulation. In this paper we studied the optimal condition and efficiency of electrocoagulation process in the removal of vegetal oils from waste waters. The studied conditions are intensity of electrolysis current, electrolysis time and dynamic water flow rate through electrolysis cell.

METHODS TO STREAMLINE THE ENERGY CONSUMPTION AT THE WASTEWATER TREATMENT PLANTS. USING BIOGAS OBTAINED FROM SLUDGE FERMENTATION IN THERMAL PLANTS (CASE STUDY: CONSTANTA NORD WWTP)
This paper aims to present a simple way to evaluate the biogas production from the sludge resulting from the wastewater treatment process. Attention is given to three topics: the wastewater sludge fermentation and the evaluation of the biogas production with BioWatts software, but also to providing a general view of the thermal plant, the flow of the technological process and the equipment’s required to store and use the biogas as the main fuel for the thermal plant.

THE INTEGRATED OF THE LEAD WASTES
IN TELLURATE GLASSES
In this work, we report structural investigations on vanadate-tellurate and borate-tellurate glasses system doped with lead oxide obtained by melt quenching method. The purpose of this paper was i) to integrate of the lead ions in these glasses and ii) to investigate of the structural properties of the obtained glasses in order to possible applications in the wastes recycling.
FTIR spectra analysis suggests that the lead oxide generates the rapidly deformation of the Te-O-Te linkages from [TeO4] structural units. Further the excess of oxygen ions can be accommodated in the host matrix by conversion of some [VO4] structural units into pyro vanadate units. Then, the increase of the lead oxide in the borate-tellurate matrix will produce the intercalation of [PbOn] entities where n=3 and 4.
Based on FTIR results, we found that the increase of the lead oxide in the borate-tellurate network suggests a gradual inclusion of these ions in the host matrix by the intercalation of [PbOn] structural units.

Standards identifies and describes issues that must be taken into account in the design and use of assessment methods of environmental performance for new or existing buildings in connection with the design, construction, operation, maintenance and renovating them, and demolition phases. ECO-EFFICIENT REUSE OF PLASTICS
IN INDUSTRIAL FURNACES
Advanced recycling of plastics contributes significantly to enhance environmental management implementation that allows environment and economy to coexist harmoniously in a sustainable development paradigm of the beginning of this century. Today plastics are generated from a variety of sources and large amounts of material are deposited, resulting in difficulties in storage. Industrial processing or storage of plastics is extremely difficult and has become a social problem in recent years. Recycling of plastics in industrial furnaces can be a solution for the reduction of environmental impact and efficient use of natural resources limited and the process of exhaustion. Implementation of a new technology for recycling of plastics can be problematic due to significant differences properties related to the different weight of the components of the eco-efficiency analysis system that must be customized.

ANALYSIS OF THE POSSIBILITIES OF REDUCING THE GLASS FRACTION OF THE STORAGE RECYCLING
WASTE FROM SCRAPPED VEHICLES
Increased use of different materials in the manufacture of products led to the complex problems related to recycling at end of life. Reducing the amount of material deposited is a goal that should be taken into consideration at all times complies in recycling of materials in accordance with the law more restrictive. Explore the possibility of reducing glass fraction from scrapped vehicles stored represents the desire of this article. Based on the analysis and determinations are capabilities and experimental results illustrated the fundamental data about recycling of materials in reducing the amount of plastic land filled.

MUNICIPAL SOLID WASTE “URBAN COMBUSTIBLE – 20”
Develop a strategic process of integrated waste management having an important role in the development of a sustainable waste management. The solutions are aimed at establishment of technological flows of waste management and treatment options, recycling and disposal of waste recycled. Implementation of these solutions aimed: to reduce the amount of waste deposited, optimizing the collection and treatment of municipal solid waste in order to obtain a complementary income sources due to processing waste. It is worth mentioning that the results obtained were as targeted as potential beneficiaries of alternative fuel in cement plants and thermal power plants.
