SEBEŞ – TIME USED
Sebes City falls into the category of the most important cities in
southwestern Transylvania and is located in the picturesque valley of Apold.
Area has been inhabited since ancient times. It shows briefly Sebes
development over time. Since the end of 2000 the official title Sebes obtained
from the city.
Therefore, Sebes city, both by its past and present, offers a case of
settlement in southern Transylvania, is found weave interweaving of civilization
and symbiosis nationalities (Romanian, Saxons, Hungarians, Roma etc.) which
also confers a distinct note of city which gives the city a distinct mark on the
banks of the river Sebes.

În abordarea la scară largă a provocărilor presante cu care se
confruntă societăţile actuale, situaţia critică a ingineriei este
recunoscută la nivel mondial. În încercarea de a contribui la înţelegerea
problemelor, prin luarea în considerare a provocărilor, dar şi a
oportunităţilor cu care se confruntă ingineria, cu un accent special pe
educaţie în contextul economiei globale şi al dezvoltării durabile, este
nevoie de o schimbare, dar schimbarea nu este niciodată uşoară, însă
este întotdeauna posibilă.
„Ei, inginerii, sunt cei care pregătesc vremurile de azi şi de
mâine” – menţiona, cu timp în urmă, I.G. Duca.

SEBEŞ 2011 – LOCUL DE ÎNTÂLNIRE AL INGINERILOR DE
PRETUTINDENI. Un titlu care a devenit lait motivul unei manifestări
ştiinţifice de prestigiu în arealul românesc. Un titlu ce consfinţeşte
contactele directe între ingineri, specialişti de diferite profesii,
efectuarea unui remarcabil şi însemnat schimb de idei, de rezultate şi
de păreri în diverse domenii inginereşti, întâmplări cu largi rezonanţe,
aflate la a XI-a ediţie.
Ingineria este o mare profesie. Inginerul este o lume reală
sau de vis, este miracol sau realitate, vis sau imaginaţie, teorie şi
practică, cultură şi tehnică, improvizaţie şi spirit de raţionament şi
de analiză. „Inginerul trebuie să aibă entuziasm, afecţiune, un pic de
romantism” spunea lingvistul român Iorgu Iordan. Spirit conciliant când
este vorba de interesele altuia, dar ferm şi dur când este vorba de
interesele, prestigiul sau realizările sale. Spirit deschis schimbărilor,
transigent/conciliant în ideile generale, dar intransigent şi flexibil în
ideile concrete. La rândul ei, ingineria este definită ca ştiinţa de a aplica
în practică descoperirile ştiinţifice pure precum matematica, fizica,
chimia, biologia etc.

Pavel, whether they related to his base area, hydrology, or to the associated

ELECTRIFICATION STUDY
The Engineer Dorin Pavel, „the father” of the Romanian hydroenergetic,
has published in 1925, as Assistant Professor at Zürich Technical
University, an „Electrification Study”. The study was related to the Romanian
Railways and it was printed in the General Romanian Engineering Association
(AGIR) magazine. After analyzing different electrification systems in Europe
and not only, he concluded: „I’m not an enthusiastic of the single-phase Swiss
system, but I think that the most efficient way would be to transform the 50
cycles three-phase current into 50 cycles single-phase current”. What
clairvoyance! The Congress of Lille recommended only in 1955 to use 25 kV,
50 Hz in new railway electrification works. The study continues with a proposed
schedule to electrify the CFR network in three 8 years stages, with the first
section between Bucharest and Brasov. So it was, but 35 years later: the first
overhead pole was erected in Predeal station on December 27, 1960. The last
part of the study shows the necessary power supply, based mainly on the
Romanian hydro potential.

DORIN PAVEL AND VISUAL ARTS
Mioriţa Fountain is a monument in the capital, located on North Road,
Bucharest-Ploiesti, in the Folk Art Museum Dr. Nichols Minovici. In making the
Fountain Road Mioriţa contributed in 1927, her birth year, a formidable team:
sculptress Milita Petrascu, architect Octav Doicescu and Eng. Dorin Pavel. The
construction was executed by the architects Octav Doicescu plans, which is
decorated with mosaics, are made of Milita monument Petrascu. These
mosaics are an illustration of Mioriţa ballad, ballad name was borrowed for the
name of the monument. Besides Petrascu Milita, the fountain mosaic artist
worked and Mogoş Gheorghe Niculescu. Concept hydraulic engineering made
by Pavel Dorin engineer, was the blade of water and a fan-shaped permanent
pool of water recovery (basically only added what had evaporated), pool
surrounding the fountain.

Lucien Blaga est revenu dans la conscience du public roumain et
notamment des écrivains après la parution, en 1962 de deux livres de poésies,
Poemele luminii et Mirabila sămânţă (il faut y souligner: éditions posthumes).
L’expressivité de son lyrisme, la sensibilité des images des rêveries cosmiques,
le paroxysme de ses états d’âme ont livré aux poètes des générations 60 et 70
les clefs d’un renouvellement esthétique nécessaire après la période
prolétcultiste. Certainement, au cours des apparitions des livres du poète de
Lancrăm, le public de culture, y compris les enseignants dans leur démarche à
la classe, ont compris l‘envergure d’une synthèse littéraire et philosophique
dans l’esprit de l’éthos roumain à l’époque d’entre les deux guerres.

Statistical data and studies can explain the Romanian actual
economical situation. They can indicate the unique solution for increasing the
gross domestic product per capita GDP/capita and life level until at least the
medium UE level, continuously growing.
Romania has great natural wealth, and though it won numerous
medals at international exhibitions of inventions in Geneva, the EU has every
million inhabitants [3], the fewest international patents.

In January 2011, in 29 countries worldwide are operating 442 nuclear
reactors for electricity generation and 65 new nuclear plants are under
construction. In 2009, nuclear power plants in operation, have secured 14% of
world electricity production. Mainly, 16 countries rely on nuclear energy to
provide at least a quarter of their total electricity needed. Because high power
nuclear plants, waste products and the risks of using a nuclear reactor to make
a choice controversial, states with different attitudes regarding nuclear energy.
In Romania’s geographical area is under construction or design more Russian
nuclear reactors in the foreground, is deploying offensive Russian nuclear
attack: 12 reactors per 1,000 km of borders of Romania. After the disaster in
Japan, the future of nuclear energy is a subject of contention in many states,
and existing plants are subject to new safety testing in case of natural disaster.
The paper analyzes the situation of nuclear power in the world, noting
the advantages and disadvantages.

Undoubtedly, nuclear power will make a substantial contribution to
achieving sustainable electricity total. Many voices say nuclear energy: has fewer
emissions of pollutants, is effective, safe and soon it will reach the bottom of the
bag on oil, coal and gas. But nuclear plants do not operate simply clean. The
risks of nuclear power include: the risk of major accidents (like Chernobyl or the
Fukushima Daiichi), leakage of radioactive substances that can damage both the
environment and human health in the area, disposal of radioactive waste
resulting from the operation, the proliferation of nuclear weapons (in reactors use
natural uranium as fuel, as is the Cernavoda, it can produce plutonium used in
nuclear weapons, as happened in India in 1974 and later) etc.

The term „culture” represents a system of values, ethical norms,
thinking and acting models that are thought and accepted by a collectivity and
determine the given social group to act distinctly from other social groups.
The issue of organization culture is very often discussed in relation to
innovation. The common conception is that an entrepreneurship culture has a
strong effect on innovation. Conceptual arguments for the association between
cultural characteristics and entrepreneurship have existed for decades but only
in the last years has this relationship been more studied. Entrepreneurial
activities are considered an important source of technological innovation and
economic growth. Therefore, understanding the influence of national culture on

In practice, maintenance activities are part of the daily tasks of most
workers. Inadequate maintenance work, or not taken in time, can cause
irreparable damage to the equipment, but also very serious occupational
healthy problems. Maintenance workers are exposed to many and varied
hazards in the workplace. For this reason, maintenance work must be based on
risk assessment. A series of European directives aimed at determining the
general framework of minimum requirements for the safety of workers. Thus,
the employer must ensure the safety and health of workers in all aspects of
employment. From a financial standpoint, an inadequate management of
maintenance activities is extremely costly, and may involve loss of income.

individual or organization that has not ever been involved in some type of
conflict. A minor conflict with opportunities for effective and immediate solution,
but which are delayed or misapplied degenerates, in most cases, in a major
conflict, its resolution approach involving additional expense of other
perspectives and resources. Conflict management includes a category of
preventive strategies and resolution, the competitive environment organization,
which organizes and coordinates the interaction dependence, is another

This paper describes an approach of agent negotiation using Paxos.
The Paxos algorithm is an elegant solution for the consensus problem and also,
a mechanism for the delivery of totally ordered messages that can be used to
support active replication. Consensus is an algorithm for agreement in the
presence of failures. However, the purpose is to ensure that a value that was
proposed is eventually chosen and, some process can eventually learn the
chosen value. Furthermore, the agent may use Paxos protocol in order to
negotiate on the same value.

methods used in this study are the statistical and econometric analysis of the

Considering students both as internal and external higher education’s
their opinion concerning quality in tertiary education institution should be
seriously taking into consideration. The present paper intends to present the
results of an empirical research made use of focus groups involving a range of
higher education students. The main findings are that the quality of the
professors and the learning experiences offered trough didactical activities are
key-elements for the quality of higher education, understood as a holon.

The paper investigates the influence of different constructive elements

uniformity of small seed crops with emphasis on trifolienum crops. For this

parameters of the elements involved in the distribution flow respectively, seed
box, metering device, seed transport tubes, furrow openers, and seed

THE FUTURE ENERGY CHAIN
Over the next decades, the world will face increasing challenges to
supply energy in sufficient quantities, while reducing carbon emission levels.
As the first IEC (International Electro technical Commission) President, Lord
Kelvin, always said: “If you cannot measure it, you cannot improve it!”. This
statement is especially true here: without measurement you can’t credibly
demonstrate energy efficiency improvements. The IEC provides and will
continue to provide many of the measuring standards that are the basis for
benchmarking, energy audits and compliance assessments. Electricity is the
most easily controllable form of energy. The IEC believes that electricity will
be the most important contributor to climate change mitigation.
The IEC Market Strategy Board, which comprises high-level
executives from industry, has recently prepared a White Paper on Smart
Electrification which maps out global energy needs and potential solutions
over the next 30 years and the IEC’s role in meeting the challenges. Section
6 of this White Paper demonstrates what needs to change in the energy
chain to achieve the CO2 emission levels that can help humanity to mitigate
climate change.

THE ECONOMIC OPTIMIZATION OF A STEAM POWER
PLANT
This paper provides an Optimization System for an industrial site. The
real-time system will determine the appropriate loading for various boilers and
steam turbines to best meet the site’s demand for steam at various pressures
and generate electricity. We have intended to perform the optimization across
the plant as a whole using PredictPro, although this technology usually
operates on a single process unit.
To provide the system’s functionality there are a number of possible
approaches, including: a steady-state optimizer, utilizing a process model of the
plant (in our case gains model) and the use of the optimizer functionality within
the PredictPro model predictive controller.
Any power plant that can be described by a “gain matrix” with less
than 40 Manipulated Variables (MV) and 80 Constraints (CV) can be treated by
the application in such a configuration.

This study presents the huge advantages balanced by some
drawbacks when the selected site for a new SHPP belongs to a particular
frame, already in partial operation. The dam is finished, also the hydro power

OPTIMIZING THE ADMINISTRATION OF ELECTRICAL
ENERGY BY USING BUILDING MANAGEMENT SYSTEMS
In order to efficiently manage the electrical energy consumption of the
buildings it is needed an intelligent system named Building Management
System (BMS), which can be structured on 4 levels: peripherals, input/output
modules, local stations, central management station. The local stations manage
the peripheral in their area and can communicate with other stations and with
the central one. The main modules of a BMS are: HVAC station, Chiller station,
Lighting (internal and external), Security, Elevators. The central management
station has a mainframe with add-on cards for communication with the local
stations and the peripherals. The software permits monitoring the power
distribution at all levels, and also changing the parameters for various system
components (pumps, ventilators, heating, chillers etc). All events must be
recorded in database and presented to the user when needed. Modern BMS
can also be controlled remotely (via Internet). Using a BMS for electrical energy
management can significantly decrease the energy consumption of a building.

ASPECTS REGARDING THE GENERALIZED
LOADS IN ELECTROTECHNICS
This paper presents the generalized loads in electrotechnics and a
new classification of three-phase loads: unbalanced loads, balanced loads and
extremely unbalanced loads. It is considered the impedances with negative real
part, in other words generalized impedances. Also, taking into consideration the
calculation symmetrical components of impedances, a three-phase impedance
system may be divided into two parts: a balanced part and an unbalanced part.
We have a clear representation in impedance’s complex plane. The
bibliography can be found at the end of the paper.
